Dear Mr. Francolini,
Chelsea recieved your letter. It was read aloud to her by a qualified Institution Supervisor. She is in therapy, but still refuses to speak. It appears that her mental problems are more serious than first thought. But do not worry, Mr. Francolini. Your sister is in good hands. At age seventeen she can be moved to an Adult Institution, where she will be allowed to live among normal people under the supervision of a counseler.
