The Overlord should impose a tax.
The Overlord decided to demand one dollar from every passenger as a kind of tax. Everyone started to sing "We won't pay the Poll Tax" and they developed a catchy slogan: "Can't pay, won't pay".
Th overlord became angry at this and arranged for the ship's horses to move in on the protesters with an officer with a truncheon on top of each.
And it came to pass that sounds of "Do the Old Bill!" could be discerned on the vessel.
