Dictatorship provides complete authority over the army and people. Rebellions and revolutions will not be as common so long as you maintain a military presence in each town and city. The army is fanatically loyal to you, and desertion is less common. However, you have a higher chance of losing more people in battle due to their commitment to cause. With fewer soldiers in the army, people will break out into rioting and rebellion. Assassination will be rife, so you must protect yourself at all times. You rule through power and fear, and you will have a strong power at that.

Republic provides extra wealth and an increased happiness bonus to the people. You can afford more research and bigger armies, and technology advances fairly quickly. However, should you lose a battle, no matter what kind of battle of what kind of loss; war weariness will take its toll. The people will not want to fight a war where they are aware that they can lose, and will protest. Likewise, soldiers think more independently, and are prone to desertion more if they think their lives are going to be wasted. Presidents must keep their people happy if they don't want to be impeached, which will lose them the game.

Monarchy provides extra loyalty and strength from the army. The people and soldiers believe the king or queen to be divine, and rebellions and desertion are not as common. Wealth is not so much as a problem, as it is cheaper to fund an army that views you as divine, and the people generally are peasants and don't have a lot to begin with. This comes with a penalty to research, education, and medicine, as you don't want your people growing too smart, too fast. Assassination is common, from within your own family no less as each one wishes to rule.

Communism provides cheaper soldiers and research, education, and medicine. As the leader, you would be in total control of it all. You have access to larger armies with access to training and equipment. Assassination is not so common, as people have national pride. Revolutions are more of a threat though, as well as starvation due to too many people needing to be fed, and not enough food to give a proper meal. Desertion is a problem as many soldiers prefer to have more pay and meals then remain loyal.

Barbarism provides stronger soldiers, with more experience. The nation constantly wars with itself to strive for strength and perfection. Soldiers are fearless, and don't retreat as far and can have a bigger impact on enemy armies even in defeat. Assassination is not a problem, for the leader is the undisputed strongest of them all. All options to research have a big penalty, and only research into weapons of war proceeds normally, as people would rather fight then learn. Penalty for defences as barbarism is usually an aggressive offensive type of government.

Theocracy provides loyal and happy people, with no subsceptability to war weariness as they fight in the name of the gods. A religion is the centrepoint of it all, and gives soldiers increased bravery, as well as a higher chance for unexplainable miracles to happen in battle. All research options suffer as a result, as the sheep in the flock should not learn anything but the love of the gods. Lands conquered will take a far longer time to subdue to your rule as you convert them. Marching also has a penalty, as soldiers must stop to pray at times.
