It would be like a futuristic/modern-ish ice age but the government wouldnt be corrupt, but they would be pushed by the criminals to the extreme and possibly make bad decisions.

Regarding creatures perhaps they could be a slightly, and I mean very very minor, mutations to already existing artic creatures. Polar bears, ice wolves etc etc

Ok, so back to actual business. I like the thing about some mutations happening as the animal kingdom is always changing to cope with the conditions of the world so some slight changes could work such as heavier coats for most animals and maybe some changed colors to suit the conditions (sorry for the mini-run on)

And are we doing an actual ice-age where temperatures are lowering? We could go into a bit of a green-house gas sort of thing if you wanted for an explanation.

Well the picture I have in my mind is one of a snow covered wasteland with a city sealed inside some kind of weather proof dome. Inside the dome lives the richest and finest members of society, whilst the middle and lower classes live outside the dome where the criminal organisations run rabid. Thoughts?

Dome sounds like an idea... at some point we can have the dome destroyed... itd provide for a nice plot twist...

And outside the dome is where the animals are. There could be an outskirts area too where the animals, whatever's left of them reside in, and nobody dares to venture to it. Occasionally, some predators could invade the middle and lower class region.

I like this so far :) Now, in addition to what was already said about very, very minor evolutionary changes, would there be more cold-weather-suited versions of species we have today around or no, because they were wiped out by the cold and not given time to evolve?

It would probably be a little far fetched then.
I guess we should work on bio's.
So we probably want some characters from the lower sections of society, and some from the upper levels.
Anyway have any preference as to which they want?

Also I just had a thought that perhaps there could be a group of rouge people, but not bad, that survive in the wild.
