I'm brand new to this site but I've been on a few others that are similair. I've found the best way to get noticed is to read and comment on other peoples work. Being active in the network gets your name out there and people will be more likely to check your work out. Maybe try reading something along the same genre line as your own that way the authors are more likely to be pulled into your work. Also Bieber is alright. He's got a decent voice and is very creative for a kid his age but I have to say there are a lot more artists out there that could sing and play him under the table. Good luck!
