1) If I post my novel on here do I wait until the very end?

2) Strictly, no, but generally its good to aim to have a comoled story by the end.
3) You don't post on the Nano site, just paste the words in a box to verify wordcount. Posting it here puts it on display. One thing to be aware of though is what license you publish it under.
If you plan on trying to publish this through traditional publishing channels, I'd recommend at least "All Rights Reserved" or not posting it publicly at all as some publishers get uppity if you have posted a work publicly online.
If you want people to be able to read and share the work for free as long as they attribute you as the original author but don't create their own work based off of yours, nor be able to use it for commercial purposes (unless they get your specific permission), a license like the Creative Commons Attribution-Noncommercial-NoDerivs license would be a good fit.
I'm basically regurgitating what's already written under the basic license descriptions on the Creative Commons website, check out the tool at http://creativecommons.org/choose/ or look at the license descriptions at http://creativecommons.org/licenses/ to work out what license will best fit you.
@TheGirlInTheCupboard: On the nanowrimo website itself, you don't post your full novel. You can put up a synopsis and an excerpt. Then, you just keep entering in your total word count in that top bar and hitting 'update' till you get to 50,000 words (or more).
