Ok. So we have the world. The world has asploded several times and there are the four types of people mentioned by Lunexian.
1. The people who think it is the will of whoever is controlling their fate and are radicals of conservationism (some who are so radically adhered to this idea that they will stop any attempts to change the situation)
2. People who are afraid to die but are quite helpless about it and desperate to get the hell out of this planet.
3. Academics (mostly scientists) who are seeking to build the space fortress
4. Those who simply do not care
The scientists will try and find a way to reverse or stop the effect, and won't get it until almost too late that nothing can be done about it. They will construct the space fortress and will discover the whole thing about the memory inheritors being able to power the fortress. Maybe here there can be a battle between most of the world vs. these memory inheritors who don't want to be used as batteries. Some settlement will be made but the earth explodes as people are boarding the station. So many of them die but some remnant of the human race survives... there will probably be room for more after that but we can worry about that when we get there. Perhaps we can go into the lives and stuff of the survivors and their attempts to repopulate the earth and stuff...

I think the fortress should remain a secret, it's just under development and the scientists do not want it to leak out. Besides, the people financing the project want to get some kind of monetary retribution when the fortress is done. Therefore, they might end up charging for boarding the fortress. However, someone, the info leaks out and everything is chaotic because the big bang is so close and their deaths as well. Or something.
As for the inheritors being used as batteries, that is essentially the scientists' plan. They wouldn't be any survivors, methinks. A big bang is a pretty big thing, the explosion can only get better and stronger. I say they start a life in the fortress and their ultimate mission is finding a new place with atmospheric environments very similar to Earth's.
For my character, I want to be one of the scientists in charge of the creation of the fortress. The "good" scientist who wants to fit everybody in the fortress even though that might be impossible. Possibly the one who leaked out the research to the general populace. Anyway, maybe my character was also the one who discovered that the inheritors could power the fortress. Or something.

I am the quite opposite starwarsfreak, I tend to give the designing and planning a lot of time. I get excited when I do that, hence I'm very much excited once I start writing. However, I never get to finish anything that I've spent so many laborious hours planning and thinking =(
