No one can be on the High Council, but parent's can be on it and other family members, and any non-POV character on council has to be 25 +
The small, unknown town of "Woodsmoore" is where it's set. Woodsmoore was oringinally created by the creatures of the supernatural as a haven, but eventually, over time humans moved in and took over. Due to it's location, surrounded by forest area's the naive human's called it "Woodsmoore".
The maximum people to join is around 10.

"Good" monsters
Pandi - No matter how old they are they look young and are small. They have pit black eyes and pale pure white skin. They have black markings all along there arms and legs which allows them to cast magic over nature either fire, water, air, earth or spirit. There hair is either raven black or a very pale blond.
They have nails that sharp as well as their teeth. This only happens when they feel endangered or threatened.
Ravettes: A person with either very light, or very dark skin. A Ravette with pale skin would have dark brown hair or light blonde hair, and a Ravette with dark skin would have dark hair. . They have the ability to control/talk/summon ravens, this gives them vast nemocracy powers. They have bright yellow or black eyes.
also, they can grown large black wings.
Foxrin - They usually have firey red hair and bright grey eyes. They have sharper canines which they cant retract. There skin is usually tanned or pale white. They have control over fire and earth, doing basic skills in both.
Deacer: suntan or pale skin, light brown spotty, erratic markings over arms, legs, back and bridge of nose. Usually curly honey blonde hair, with full lips and hazel, brown or green eyes. Some male Deacer's have antlers when they feel threatened or when they have to fight. But the Deacer race are a very gentle race, and are against war comepletely, therefore a normal Deacer will never fight unless it is completely called for. Due to their docile nature, they have the ability to see into the future.
the females are usually short (156 - 163 cm LOL) and the males very tall.
"Bad" monsters
Snakerine - They have green eyes that sometimes turn reptilien when they are angry. They have either brown or black hair. They always have tan skin and can force out fanged tipped with deadly poison. They are quick and speedy.
They have scales when they go into battle mode. Like on their fists and feet for extra force. They can heal wounds with their tongue.
Soul eaters - They hunt during the night in the shadows. They have jagged, razor sharp teeth which are tipped with poison (doesnt kill, momentarily paralizes). They are pale and walk with a slight eeireness to them. Their skin is clammy and cold. There eyes look close to dead. They can turn into a jagged monsterous form.

Race: Pandi
Looks: Raven black hair that flows in curls to her hips and wide black eyes framed by thick eyelashes. Her markings along her arms represent flames of fire. She usually sticks to tight jeans, black tank top and her favourite jean jacker. She is very petite standing at 5"4 and is atheletic, she does gymnastics and matial arts.
Personality: She is shy and sweet. She has been brought up by her father, Malacoli who is the head Pandi on the council. She is very smart and spends hours of her day reading. She does have a temper though and everyone knows to not mess with her. Spends days on end in tree's just reading.

Race: Deacer
Looks: pallid skin, dark green eyes, shaggy honey-blonde hair, is around 6 foot tall. usually wears earthy colours
Personality: is quite detached and dazed most of the time, has very powerful future sight, often seen sleeping standing up. His mother is head of the Deacer council, because of this he's treated like a princeand lives in a mansion with staff to boot on the edge of Woodsmoore. Has a quiet Irish accent for some reason, people just think he talks like that because he thinks it sounds nice.

Race: Ravette
Looks: Very pale skin. Dark brown hair that reaches his ears and is layered and choppy. Green-yellow eyes. Typically wears skinny grey jeans and white or black t-shirts with slits at the shoulderblades to give way to his large black wings when they appear.
Personality: Carter is quiet and anxious, and holds himself in a slightly self-conscious manner. He spends a lot of time in the depts of the woods, as he is not particularly sociable with his family or peers.
**I updated this because he had no last name, and also for some reason I suddenly started to envision him as a Frankie Cocozza lookalike. So yeah, his hair is now brown lol**

RACE - Foxrin
LOOKS - Stereotypical red hair that stands out in the crowd. Long hair, usually kept in a plait. Light grey eyes with a hint of blue. Tanned skin, average height and newly grown canines that she is not used to. (bites her lips without meaning to, resulting in usually large blood messes) Likes to wear more baggy clothes to keep moving about easy. Wears leggings often.
PERSONALITY - Wears heart on her sleeve but is not blunt or disrespectful to others. Likes spending time in the forest, meeting new people then forgetting about them due to her poor memory. Distant uncle she has never met is head Foxrin.

Looks: curly black hair that reaches her waist, dark green eyes, tan skin, about 5'7, slender, type of girl that wears her black converse, faded jeans, and various rocker shirts with her favourtie band logos all the time.
Personality: she is really witty, isnt close with her father who is the Snakerine leader, rebellious, she is very blunt and can seem like a snob,has a very bad temper,loves running , loves music especially rock and when listening to her i-pod she turns the volume all the way up.

Looks: Tanned skin, with honey-blond hair which reaches her waist. She is slim and has huge, innocent hazel eyes.
Personality: Small, shy and gentle, Emille is sometimes mocked by other races, and treated as a baby by her own. In truth, when the situation calls upon it, Emille can be strong hearted and brave.
